To be legal such the sign; provided, however, that notwithstanding such exemption of the height to the top of the sign above grade, shall be subject to the regulations set forth In Title 17, Title 10 and Title 13 that expressly refer to and regulate digital signs and the provisions of the Municipal Code governing the permitting, construction, maintenance and removal of signs and sign structures.
