Proposed Ordinance and Resolution to the Chicago City Council
"BE IT ORDAINED BY THE CITY OF CHICAGO AS FOLLOWS:
On behalf of the people of Chicago, represented by the members of the City Council, the Mayor, the City Clerk, and the City Treasurer, it is resolved that the Committee on Environmental Protection and Energy hold immediate hearings on the franchise renewal negotiations with Commonwealth Edison's agreement to do business in the city of Chicago and instruct city negotiators not to renew the franchise agreement until Commonwealth Edison agrees to deliver substantial refunds to Chicago consumers and businesses in light of the enormous profits collected by the utility during its publicly admitted legislative bribery scheme which began in 2011 and extended over a decade, bilking millions of dollars from Chicago businesses and consumer who are currently suffering from high inflation and the skyrocketing cost of living. Immediate hearings on this important economic and legal issue shall include invitations to city officials, top Commonwealth Edison executives, representatives of consumer organizations, and the general public, encouraging their participation and testimony."
