ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 ("2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and,
WHEREAS, the American Rescue Plan will provide amounts of $1,886,591,388 not previously appropriated, with approximately $943,295,694 to be appropriated in a first tranche in 2021, and approximately $943,295,694 to be appropriated in a second tranche thereafter; and,
WHEREAS, the Office ofthe Mayor will receive approximately $116,500,000 for the purposes of Violence Prevention and Street Intervention Programs in the amount of $60,000,000; to improve Internet Accessibility for Chicago households in the amount of approximately $50,000,000; to improve Language Accessibility to municipal services in the amount of approximately $1,000,000; through the Chief Equity Officer in the amount of $500,000; and through the Office of New Americans approximately $10,000,000 for the purposes of the Immigrant Legal Defense Fund; and,
WHEREAS, the Office of the Inspector General will receive approximately $2,000,000 for the purposes of establishing a Police Complaint Database; and,
WHEREAS, the Department of Assets, Information, and Services will receive approximately $15,000,000 for the geographic expansion of the Chicago Wifi program with a focus on parks and public spaces; and,
WHEREAS, the Department of Housing will receive approximately $321,625,000 for the purposes of Affordable Housing Building Decarbonization Assistance Funds in the amount of $75,000,000; for expanding community engagement and canvassing on accessing municipal housing services in the amount of $1,125,000; for the purposes of providing eviction counselling and legal support services in the amount of approximately $10,000,000; for the purposes of providing Housing Stabilization Funds in the amount of approximately $50,000,000; for the establishment of a long-term SRO Preservation Pilot in the amount of approximately $3,000,000; for the purposes ofthe preservation of existing affordable rental housing in the amount of approximately $45,000,000; for the provision of permanent housing to people experiencing homelessness in the amount of approximately $85,000,000; to fund the requirements of the Woodlawn Preservation Ordinance in the amount of approximately $12,500,000; and to fund the conversion of motels impacted by the pandemic to affordable or supportive housing in the amount of approximately $40,000,000; and,
WHEREAS, the Department of Cultural Events and Special Events will receive approximately $20,000,000 for the purposes of general programming and COVID-19 related assistance to Chicago arts and culture; and,
WHEREAS, the Department of Finance will receive approximately $137,500,000 for the purposes of establishing a Guaranteed Basic Income pilot in the amount of approximately $50,000,000; to provide an intergovernmental grant to the Chicago Park District for the purpose of replacing revenue lost due to the pandemic in the amount of approximately $35,000,000; to provide $50,000,000 for the purposes of reparations; and to provide an intergovernmental grant to the City Colleges of Chicago for the purpose support salary parity for instructors; and,
WHEREAS, the Department of Public Health will receive approximately $293,000,000 for the purposes of establishing mental health emergency response for a Chicago Crisis Care Response program in the amount of approximately $100,000,000; to establish and operate up to ten (10) mental health clinics staffed by public employees in the amount of approximately $100,000,000; to establish and operate up to three (3) sexually transmitted disease (STI) clinics in the amount of $25,000,000; to provide mental health assistance in the amount of approximately $10,000,000; to expand targeted COVID-19 vaccination efforts via the creation of community health and workplace brigades staffed by city employees in the amount of approximately $50,000,000; and for a grant to Cook County to support their expansion of school-based health clinics in the amount of $8,000,000; and,
WHEREAS, the Department of Family and Support Services will receive approximately $509,020,694, for expanding additional eligibility for Child Care in the amount of $331,020,694; for Community Based Domestic Violence Prevention in the amount of $57,000,000; for the provision of legal support for homeless individuals to file and receive their stimulus checks in the amount of $1,000,000; for youth employment assistance in the amount of $30,000,000; and for the provision of cash assistance to individuals excluded from the federal stimulus check programs in the amount of $90,000,000; and,
WHEREAS, the Department of Planning and Develop will receive approximately $3,600,000 for the purpose of restoring the service covenants at Insight Hospital & Medical Center (f.k.a Mercy Hospital); and,
WHEREAS, the Department of Business Affairs and Consumer Protection will receive approximately $105,000,000 for the purposes of COVID-19 mitigation compliance in the amount of approximately $25,000,000 and for small business relief grants and assistance in the amount of approximately $40,000,000; and hotel/motel assistance in the amount of $40,000,000; and,
WHEREAS, the Department of Transportation will receive approximately $65,000,000 for the purposes of funding or subsidizing the installation of electric truck charging stations in the amount of $5,000,000, to subsidize the electrification of vehicles for small trucking operators in the amount of $10,000,000, and to subsidize or fund the installation of passenger electric vehicle chargers in the amount of $50,000,000; and,
WHEREAS, the Department of Water Management will receive approximately $226,045,694 for the purposes of administering debt relief and restoring water service in the amount of approximately $266,045,694 and to replace lead service lines in the amount of approximately $50,000,000; and,
WHEREAS, Chicago Public Library will receive approximately $1,500,000 for the purpose of expanding the Social Worker in the Library program, and;
WHEREAS, the Committee on Health and Human Relations of City Council will receive $800,000 for the purpose of studying reparation; and,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO AS FOLLOWS:
SECTION 1. The amounts of $1,886,591,388 not previously appropriated, representing new grant awards, are hereby appropriated from Fund 925 - Grant Funds for the year 2021. The 2021 Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. The Commissioners of Housing, Assets, Information and Services, Planning and Development, Family and Support Services, and Public Health are hereby authorized to enter into intergovernmental agreements with the Chicago Housing Authority for the purposes of administering permanent supportive housing, domestic violence rapid re-housing, affordable housing, and other housing capital financing and operational subsidy.
SECTION 3. The Commissioner of Finance is hereby authorized to enter into intergovernmental agreements with the Chicago Park District for the purpose of providing revenue replacement funds in order to avoid layoffs and restore park programming and services. They are further authorized to enter into intergovernmental agreements with the City Colleges of Chicago for the purpose of supporting salary parity for college instructors.
SECTION 4. The Commissioner of Public Health is hereby authorized to enter into intergovernmental agreements with Cook County or Cook County Health System for the purposes of the provision of grant money, coordination of vaccinations, or the provision of mental health services. In regards to any necessary hiring for permanent employment of public health resources, the Commissioner is solely authorized to utilize these funds to hire or employ public employees. The hiring of contractors and other private third-parties shall not be authorized except insofar as ft is required for any building services.
SECTION 5. To the extent that any ordinance, resolution, rule, order or provision ofthe Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of
this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 6. This ordinance shall be in full force and effect upon its passage and approval.
