RESOLUTION CALLING FOR A HEARING ON THE ESTABLISHMENT OF A CITY COUNCIL OFFICE OF LEGISLATIVE COUNSEL

WHEREAS, The separation of powers is essential to any functioning democracy; and

WHEREAS, As the legislative branch of the City of Chicago, the City Council needs independent legal counsel to provide competent, unbiased advice on matters of parliamentary procedure, legislative interpretation, and other substantive and procedural legal matters before the City Council; and

 

WHEREAS, Such independent, unbiased legal counsel is vital for the City Council to continue to fulfill its duties to the residents of the City, including by providing meaningful legislative oversight of the executive branch, serving as a prudent steward of public funds, and ensuring the health, safety, and welfare of the City's residents; now, therefore:

 

BE IT RESOLVED, That we, the members of the City Council of the City of Chicago, gathered here this twenty-fourth day of February, 2021, do hereby call upon the Committee on Committees and Rules to convene a hearing to discuss the creation of a City Council office of Legislative Counsel to provide the City Council independent legal counsel.
