RESOLUTION
WHEREAS, On the night of October 31, 2017, a male and female contacted an elderly man by telephone. The female pretended to be the elderly man's daughter Agnes, said she was in distress and needed $25,000. The two individuals came to the senior citizen's home that same day. The senior citizen was very distraught and upset, so he gave them $8,000 cash. These two people arranged to return the following day to take the elderly man to the bank to obtain additional money; and
WHEREAS, On Nov 1, 2017, the man returned to the senior citizen's home. Then they went to the bank so the senior citizen could withdraw the additional funds. After the teller heard the senior citizen's story, the teller realized something was wrong so they called the Chicago Police Department. Officer Dwyer responded to the call. Officer Dwyer met with the elderly victim and the bank employee. The elderly victim informed Officer Dwyer that he was being asked to withdraw money from his account and that he was brought to the bank by the subject. He further indicated that the person who took him to the bank was in the bank parking lot sitting in a silver Ford Taurus with Michigan plates, waiting for him; and
WHEREAS, Officer Hayworth assisted Officer Dwyer. They went to the parking lot and when the suspect saw them, he drove away. Officer Hayworth pulled the individual over. The perpetrator gave Officer Hayworth a fictitious Polish driver's license and passport. He told Officer Hayworth he was with his uncle to pick up money. During questioning, the suspect fled on foot. Officer Dwyer sent a flash message with the offender's description, responding units set up a perimeter of the area; and
WHEREAS, Officers Dwyer and Young chased the suspect and found him hiding in a yard at 5433 West School. The officers placed the offender, Dawid Markowski, under arrest and drove him to the 25th District Station; and
