RESOLUTION
WHEREAS, Victor H. Chang has announced his retirement as Senior Vice President for Wells Fargo Bank following 40 years of dedicated service to the financial industry; and
WHEREAS, The Chicago City Council has been informed of this event by Alderman Edward M. Burke; and
WHEREAS, As a Senior Vice President for Wells Fargo Victor H. Chang specialized in government and institutional banking throughout the Midwest; and
WHEREAS, Victor H. Chang began Wells Fargo's government banking effort in Chicago more than ten years ago and during that time has financed and managed a wide spectrum of public infrastructure projects, ranging from airports, highways, treatment plants and adult correction facilities; and
WHEREAS, Victor H. Chang had recently managed the Midwest Public Finance effort at Wells Fargo Securities and previously was an investment banker with LaSalle Capital Markets; and
WHEREAS, In addition to his experience as a commercial banker and his expertise in portfolio structuring, Victor H. Chang gained considerable experience as a municipal bond underwriter and buy-side portfolio manager; and
WHEREAS, Victor H. Chang served as Research Chair on the Executive Board of the Civic Federation; and
WHEREAS, Victor H. Chang earned his Master of Business Administration from the University of Chicago and a Master of Science from the University of Rhode Island; and
WHEREAS, The hard work, sacrifice and dedication of Victor H. Chang serve as an example to all; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this twenty-third day of January, 2019, do hereby congratulate Victor H. Chang on his retirement and do hereby express our warmest and best wishes for his continued good health and prosperity; and
