Congratulations Extended to COMMANDER RICHARD ELMER
On his retirement from the United States Coast Guard Reserve
WHEREAS, Richard A. Elmer Star #27, joined the Chicago Police Department on October 22, 1978;
WHEREAS, Richard A. Elmer on September 16, 2009was promoted to District Commander of the 021st Chicago Police District where he continues to serve with distinction,
WHEREAS, Richard A. Elmer enlisted and began his tenure with the United States Coast Guard in 1985 and has faithfully served his country from that time to the present,
WHEREAS, Richard A. Elmer was promoted to the rank of Chief Petty Officer in the United States Coast Guard Reserve;
WHEREAS, Richard A. Elmer served in the Gulf War as a part of his early deployment and has since been deployed on a number of occasions and faithfully served in each assignment;
WHEREAS, Richard A. Elmer's most recent deployment was to the Deepwater Horizon Response, commonly known as the Gulf Oil Spill Cleanup in New Orleans, Louisiana;
WHEREAS, Richard A. Elmer accompanied a fact-finding delegation to London, England to observe its preparation for the 2012 London Olympics and the crime and safety initiatives implemented in the revitalizing communities of the UK;
WHEREAS, Richard A. Elmer served the Chicago Police Department in Districts 13 and 15, and Areas Four and Five, and is the recipient of numerous awards to include the Joint Appropriations and Problem Solving Awards; three Department Commendations, two-hundred and twenty-five Honorable Mentions, eight Physical Fitness and two Attendance Awards, fifteen complimentary letters;
WHEREAS, Richard A. Elmer will retire from his present assignment to the Marine Safety Unit Chicago on April 2, 2011;
WHEREAS, Richard A. Elmer should be recognized for his devoted service and selfless personal sacrifice to his Country;
