RESOLUTION
WHEREAS, Michael Masters, a widely respected member of the law enforcement community, has been named the 2011 recipient of the Award of Excellence in Police Administration bestowed by the Illinois Crime Commission; and
WHEREAS, The Chicago City Council has been informed of this event by Alderman Edward M. Burke; and
WHEREAS, Michael Masters currently serves as the Executive Director for the Cook County Department of Homeland Security and Emergency Management; and
WHEREAS, Prior to accepting his current appointment, Michael Masters was Chief of Staff for the Chicago Police Department and was responsible for directing the policy, operations and strategy of the second largest police department in the nation; and
WHEREAS, During his esteemed tenure with the Chicago Police Department, Michael Masters' efforts contributed to twenty-six months of continuous crime reduction and the lowest homicide rate in the City of Chicago in forty-five years; and
WHEREAS, Michael Masters has been Assistant for Public Safety to Chicago Mayor Richard M. Daley acting as his liaison to the Chicago Police Department, the Chicago Fire Department and the Office of Emergency Management and Communications; and
WHEREAS, Earlier in his career Michael Masters worked for the Partnership for Public Service, a nonprofit organization based in Washington, D.C. that is dedicated to revitalizing the federal civil service system; and
WHEREAS, Michael Masters is a commissioned officer in the United States Marine Corps and currently holds the rank of Captain; and
WHEREAS, The hard work, sacrifice and dedication of Michael Masters serve as an example to all; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this twenty-eighth day of July, 2011, do hereby congratulate Michael Masters on receiving this prestigious honor; and
 
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to
Michael Masters.
