Whereas , The afternoon of Wednesday, October 3 had been uneventful for the proprietress of Soo Dry Cleaners, on West Addison Street in Chicago's Roscoe Village; and
 
WHEREAS, That changed in an instant when a young man walked in and asked whether the shop could repair a loose button on his sweater; and
 
WHEREAS, The youth, an imposing figure who stood over six feet tall and weighed 240 pounds, suddenly darted behind the counter, grabbed a straight razor, and brandished it at the terrified clerk; and
 
WHEREAS, Threatening to mutilate her if she moved, he grabbed her purse, which contained $700, then fled from the store; and
 
WHEREAS, Overcome with fear and shock, the woman began screaming; and
 
WHEREAS, In a turn of good fortune, the woman's screams were heard by off-duty Chicago Police Officer John E. Wrigley (Star # 7179), who lived nearby and was getting ready for work; and
 
WHEREAS, Not hesitating for a moment, the 43-year-old officer ran out of his front door, down the street and into the shop; and
 
WHEREAS, Upon hearing from the clerk what had just happened, and making sure that she was unharmed, Officer Wrigley looked down the street and saw the offender in flight; and
 
WHEREAS, With complete disregard for his own safety, Officer Wrigley took off in pursuit, and, thanks to his superb conditioning and the intensity of his effort, he closed the gap and caught up to the offender; and
 
 
WHEREAS, Realizing that resistance was futile, the offender submitted to being apprehended, and the grateful shopkeeper had her purse and money returned to her; and
 
WHEREAS, The offender has been charged with armed robbery, aggravated robbery and robbery; and
 
WHEREAS, Officer Wrigley, a plainclothes officer who works on the Area Central Gun Team, is a ten-year veteran of the Chicago Police Department; and
 
WHEREAS, Officer Wrigley is no stranger to life-threatening peril, for he was shot in the line of duty in 2005, and received the Superintendent's Award of Valor and Blue Star Award for the incident; and
 
WHEREAS, All of Chicago is proud of Officer Wrigley, whose actions are in keeping with the highest traditions of the Chicago Police Department; now, therefore,
 
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this fifteenth day of November, 2012, do hereby applaud Chicago Police Officer John E. Wrigley for his professionalism, valor and exceptional efforts on behalf of the citizenry of Chicago; and
 
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to Chicago Police Officer John E. Wrigley, and placed on permanent record in his personnel file, as a token of our appreciation and esteem.
