WHEREAS, the City Council of the City of Chicago on December 23, 1982, passed an ordinance establishing Enterprise Zone 1, appearing in the Journal of the Proceedings of the City Council of the City of Chicago (the "Journal") on pages 14288 to 14291 (the "Zone 1 Designating Ordinance"); and amended and appearing in the March 18, 1987 Journal on pages 40461 to 40464; and amended and appearing in the September 14,1988 Journal on pages 17233 to 17236; and amended and appearing in the August 4, 1993 Journal on pages 36244 to 36248; and amended and appearing in the January 10, 1996 Journal on pages 14448 to 14453; and amended and appearing in the October 1, 1997 Journal on pages 52808 to 52812; and amended and appearing in the December 10, 1997 Journal on pages 58159 to 58165; and amended and appearing in the November 3, 1999 Journal on pages 13223 to 13228; and amended and appearing in the September 4, 2002 Journal on pages 92162 to 92166; and

WHEREAS, the City Council of the City of Chicago on December 16, 1983, passed an ordinance establishing Enterprise Zone 5, appearing in the Journal on pages 3992 to 3995 (the "Zone 5 Designating Ordinance"); and amended and appearing in the May 13, 1987 Journal on pages 266 to 268; and amended and appearing in the February 6, 1991 Journal on pages 29400 to 29403; and amended and appearing in the September 11, 1991 Journal on pages 4628 to 4634; and amended and appearing in the March 25, 1992 Journal on pages 13707 to 13711; and amended and appearing in the September 15, 1993 Journal on pages 37372 to 37375; and amended and appearing in the September 14, 1994 Journal on pages 55998 to 56005; and amended and appearing in the September 13, 1995 Journal on pages 6564 to 6569; and amended and appearing in the January 10, 1996 Journal on pages 14459 to 14465; and amended and appearing in the March 26, 1996 Journal on pages 19054 to 19059; and amended and appearing in the December 11, 1996 Journal on pages 35985 to 35990; and amended and appearing in the December 10, 1997 Journal on pages 58159 to 58165; and amended and appearing in the October 7, 1998 Journal on pages 78429 to 78436; and amended and appearing in the September 4, 2002 Journal on pages 92184 to 92189; and amended and appearing in the February 5, 2003 Journal on pages 102786 to 102792; and
WHEREAS, collectively, the Zone 1 Designating Ordinance, the Zone 2 Designating Ordinance, the Zone 3 Designating Ordinance, the Zone 4 Designating Ordinance and the Zone 5 Designating Ordinance shall be referred to hereinafter as the "Enterprise Zone Designating Ordinances"; and
WHEREAS, the Illinois Enterprise Zone Act, 20 ILCS 655/1, et seg. ("Illinois Enterprise Zone Act"), has been amended to provide that each enterprise zone established thereunder which is scheduled to expire before July 1, 2016 will have its termination date extended until July 1, 2016; and
WHEREAS, the extension of the termination date of each of the Enterprise Zones to July 1, 2016 will increase the development and rehabilitation of a depressed area of the City; now, therefore,
Be It Ordained by the City Council of the City of Chicago:
SECTION 1. The above recitals are expressly incorporated in and made a part of this ordinance as though fully set forth herein.

SECTION 2. Section 7 of each of the Enterprise Zone Designating Ordinances is hereby amended by deleting the language in brackets and inserting the underlined language, as follows:
"The duration or term of the Zone shall [be 20 calendar years,] expire on July 1, 2016 [except that the duration of City incentives in such zone shall be for the terms provided in the Chicago Enterprise Zone Ordinance]."
SECTION 3. This ordinance shall be effective from and after its passage and publication.
