WHEREAS, The City of Chicago has long maintained an Office ofthe Inspector General, charged with rooting out and prevent misconduct, waste, and inefficiency, while promoting economy, effectiveness, efficiency, and integrity in City operations; and
WHEREAS, The jurisdiction of the Office of the Inspector General has never included investigations concerning members or employees ofthe City Council; and
WHEREAS, In 2010, the City created a separate Office of the Legislative Inspector General, charged with investigating allegations of misconduct by members and employees ofthe City Council; and
WHEREAS, The 2013 budget for the Office ofthe Inspector General is $2,541,610; and
WHEREAS, A recent amendment increased the annual budget of the Office of the Legislative Inspector General to $354,000, which is $294,000 a year more than the amount originally deemed sufficient to maintain that office; and
WHEREAS, The City is in the throes of a severe and well-documented financial crisis that necessitates difficult choices concerning how to allocate its resources; and
WHEREAS, In many other municipalities, for example, Detroit, Albuquerque, and New Orleans, a single Inspector General oversees both the City Council and the rest of the city government; now, therefore,

BE IT RESOLVED, That we, the Members ofthe City Council ofthe City of Chicago, assembled this thirteenth day of March, 2013, do hereby direct the City Council Committee on Committees, Rules, and Ethics to hold one or more informational hearings for the purpose of exploring the possibility of eliminating the Office ofthe Legislative Inspector General, and expanding the jurisdiction of the Office of the Inspector General to include oversight of this Council /rid its emclpyees.
