At the request of the Commissioner of Housing and Economic Development, I transmit herewith an ordinance authorizing a conveyance of city-owned property to City Colleges.

ORDINANCE
WHEREAS, the City of Chicago (the "City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City owns various land parcels, located in the vicinity of West 63rd Street and South Halsted Street, as legally described on Exhibit A attached hereto and made a part hereof (the "Property"); and
WHEREAS, the City is authorized to convey City-owned real estate to other municipalities or political subdivisions in accordance with the provisions of the Local Government Property Transfer Act, 50 ILCS 605/0.01 et seq.; and
WHEREAS, pursuant to ordinances adopted by the City Council on November 29, 1989 and published at pages 7065 and 7067 through 7071 of the Journal of the Proceedings ("Journal") of the City Council ("City Council") of the City for such date, a certain redevelopment plan and project (as amended, the "Mall Area TIF Plan") for the Englewood Mall Redevelopment Project Area (as amended, the "Mall Area") was approved pursuant to the Illinois Tax Increment Allocation Redevelopment Act, as amended (65 ILCS 5/11-74.4-1 et sea,. ("Act"). The Mall Area was designated as a redevelopment project area pursuant to the Act, and tax increment allocation financing was adopted pursuant to the Act as a means of financing certain Mall Area redevelopment project costs incurred pursuant to the TIF Plan; and
