SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2013 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies ofthe state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City on June 26, 2013 appropriated federal grant funds in the amount of $45,000 from the National Endowment for the Arts as public and private grant funds for the Loops and Variations Concerts Program of the City's Department of Cultural Affairs and Special Events and now desires to properly designate and allocate such grant funds as federal grant funds and not public grant funds; and
WHEREAS, the City through its Department of Housing and Economic Development has been awarded federal grant funds in the amount of $28,000 by the Illinois Historic Preservation Agency which shall be used for the Chicago Landmarks MAP Program; and
WHEREAS, the City through its Commission on Animal Care and Control ("ACC") has been awarded private grant funds in the amount of $10,000 by The Grainger Foundation which shall be used for the Grainger Community Program; and
WHEREAS, the City through ACC has been awarded private grant funds in the amount of $2,000,000 by the Donald Levin Family Foundation which shall be used for the Dog Pavilions Renovation Project; and
WHEREAS, the City through its Department of Transportation has been awarded additional federal grant funds in the amount of $10,276,000 by the United States Department of Transportation, Federal Highway Administration which shall be used for the Congestion Mitigation Air Quality Program; and
WHEREAS, the City through its Chicago Public Library has been awarded additional state grant funds in the amount of $3,000 from the Illinois State Library which shall be used for the Subregional Library for Blind and Physically Handicapped - Talking Book Center; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The sum of $12,317,000 not previously appropriated, representing increased grant awards is hereby appropriated from Fund 925 - Grant Funds for the year 2013. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. The Awards from Agencies of the Federal Government on Exhibit A will be increased by $45,000 to accurately reflect the appropriation of federal funds for the Loops and Variations Concerts Program, and the Awards from Public and Private Agencies on Exhibit A will be decreased by $45,000.

To the President and Members of the City Council:
Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2013 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies, and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management; and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.
This recommendation was concurred in by a viva voce vote of the members of the Committee.
