SUBSTITUTE ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The City Council finds that the areas described in this ordinance are adversely affected by the over-concentration of businesses licensed to sell alcoholic liquor within and near the areas.
SECTION 2. Section 4-60-022 of the Municipal Code of Chicago is hereby amended by inserting the underscored language as a new subsection 4-60-022 (42.5) through 4-60-022 (42.28), as follows:
4-60-022 Restrictions On Additional Licenses.
Subject to the provisions of subsection 4-60-021 (c), no additional license shall be issued for the sale of alcoholic liquor, for consumption on the premises within the following areas:

On the south side of Hubbard Street, from State Street to Clark Street.
On the south side of Hubbard Street, from Clark Street to Wells Street.
On the north side of Hubbard Street, from State Street to Clark Street.

On the south side of Kinzie Street, from State Street to Clark Street.

On the south side of Kinzie Street, from Clark Street to Wells Street.
On the north side of Kinzie Street, from State Street to Clark Street.
On the north side of Kinzie Street, from Clark Street to Wells Street.
On the east side of Franklin Street, from Ontario Street to Huron Street.
On the west side of Franklin Street, from Ontario Street to Huron Street.
