eYeaS , in the dead of night of June 19, 2013, companies of the 8,h Battalion of the Chicago Fire Department responded to an urgent residential call on the 5900 block of West Grace Street; and
WHEREAS, The crew of Engine 94 discovered a fire in the basement of a brick bungalow and began running a hose line to the building's rear entrance; and
WHEREAS, Upon arriving at the scene, the 8th Battalion Chief received a report of a person trapped in the basement of the home, and ordered firefighters from Truck 57 to conduct a search and rescue operation; and
WHEREAS, Undeterred by the extreme heat and billowing smoke, the firefighters plunged into the burning basement to search for victims; and
WHEREAS, Firefighter Theodore Sullivan quickly discovered a man, weakened by the flames, whose medical condition made it impossible for him to escape the fire on his own; and
WHEREAS, Firefighter Sullivan lost no time, immediately calling for assistance, and, with the help of a comrade, removing the stricken man from the conflagration; and
WHEREAS, Emergency medical technicians from Ambulance 20 then took over, providing life-sustaining treatment while transporting the victim to a nearby hospital; and
WHEREAS, The true test in every fire rescue is the amount of time taken to complete the operation - literally every second counts in these life-or-death situations, and, in this instance, Firefighter Sullivan passed this test with flying colors; and

WHEREAS, Basement fires present especially hazardous and daunting tactical challenges, making Firefighter Sullivan's efforts all the more remarkable and worthy of special commendation; and
WHEREAS, The courage and dedication of Firefighter Sullivan is emblematic of our Fire Department, which stands ready every day to protect the lives and property of the people of Chicago; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this eleventh day of September, 2013, do hereby honor Firefighter Theodore Sullivan for both his outstanding professional skill and his willingness to risk his own life to save the life of another; and
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to Theodore Sullivan of the City of Chicago Fire Department, and placed on permanent record in his personnel file, as a token of our appreciation and esteem.
