TO THE PRESIDENT AND MEMBERS OF THE CITY COUNCIL:
 
 
Your Committee on the Budget and Government Operations, having had under Consideration an ordinance authorizing a supplemental appropriation and an amendment to the Year 2013 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from federal, state, public, and/or private agencies; and having been presented with a proposed substitute ordinance by the Office of Budget and Management, having had the same under advisement, begs leave to report and recommend that Your Honorable Body PASS the proposed substitute ordinance transmitted herewith.
 
This recommendation was concurred in by a viva voce vote of the members of the Committee

SUBSTITUTE ORDINANCE
 
WHEREAS, the Annual Appropriation Ordinance for the year 2013 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
 
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and
 
WHEREAS, the City through its Mayor's Office has been awarded federal grant funds in the amount of $246,000 by the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention which shall be used for the National Forum on Youth Violence Prevention Program; and
 
WHEREAS, the City through its Department of Public Health ("Health") has been awarded private grant funds in the amount of $700,000 by The Atlantic Philanthropies which shall be used for the School Based Health Centers and Health Insurance Enrollment Program; and
 
WHEREAS, the City through Health has been awarded private grant funds in the amount of $10,000 by Oral Health America which shall be used for the Smiles Across America Program; and
 
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional state grant funds in the amount of $853,000 by the Illinois Department on Aging which shall be used for the Elder Abuse and Neglect Program; and
 
WHEREAS, the City through DFSS has been awarded public grant funds in the amount of $250,000 by the County of Cook which shall be used for the One Summer Plus Program; and
 
WHEREAS, the City through DFSS has been awarded additional federal grant funds in the amount of $89,000 by the Corporation for National and Community Service which shall be used for the Senior Companion Program; and
 
WHEREAS, the City through its Department of Housing and Economic Development ("HED") has been awarded federal grant funds in the amount of $391,000 by the Illinois Department of Natural Resources which shall be used for the Calumet Open Space Reserve/Hegewisch Marsh Program; and
 
WHEREAS, the City through HED has been awarded federal grant funds in the amount of $95,000 by the United States Department of Commerce, Economic Development Administration which shall be used for the Pershing Road Incubator Feasibility Study Program; now, therefore,
 
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
 
SECTION 1. The sum of $2,634,000 not previously appropriated, representing increased grant awards is hereby appropriated from Fund 925 - Grant Funds for the year 2013. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.

SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
