To the Mayor, Members of the City Council, the City Clerk, the City Treasurer, and the residents ofthe City of Chicago:
The City of Chicago Office of Inspector General (OIG) has the legal obligation to "promulgate rules and regulations for the conduct of investigations and public hearings consistent with the requirements of due process of law and equal protection under the law." The current rules and regulations obligate the OIG to review and revise the rules and regulations on a two-year cycle with a period of notice and comment for all future-amended versions.
I am transmitting the OIG's Interim Revised Rules and Regulations for the conduct of OIG investigations. The revised rules and regulations are designated as interim to permit a 45-day period of public notice and comment consistent with best practices for government rulemaking.
I have requested the City Clerk's Office make available on its website the Interim Revised Rules and Regulations. The City Clerk's Office serves as the official record keeper for all City Council legislation and its website, which houses all City Council legislation, has higher visitor traffic than the OIG website. In addition, I have requested the Clerk's Office provide an opportunity for Chicagoans to comment on the Revised Rules and Regulations on its website. In the interim, I ask that comments be sent to: OIGNoticeandComment@cmcagoinspectorgeneral.org .
