Title: Tribute to late Rochelle D. Starks

WHEREAS, On Friday, October 4, 2013, the Almighty God, in His infinite wisdom called Rochelle D. Starks to her eternal journey; and
 
WHEREAS, The Chicago City Council has been informed of her passing by the Honorable Lona Lane, Alderman of the 18th Ward; and
 
WHEREAS, Rochelle affectionately known as Chelle was born on July 12 in Chicago, Illinois, the third of four children born to the union of James and Gurtie B. Dunn. She was educated in Chicago's Catholic School System. Her outstanding academic achievements awarded her several academic scholarships to various universities. She was unable to accept or attend due to pro-longed illnesses; and
 
WHEREAS, In 1959 Rochelle married Alphonzo Nathaniel Kaiser and to this union, one child was born Andre' Nathaniel. However, she exemplified true characteristics of a strong woman in her role as a single parent, raising and nurturing her son. She later in life married Cliford Stark. Rochelle's working career at the Federal Reserve Bank of Chicago lasted 39 years. She received many awards from Federal Reserve Bank and was greatly respected by her associated, peers, and co-workers. After retirement Rochelle managed the August Max Clothing Store for women. She was indeed her very best customer. Rochelle also possessed culinary talents that were top shelf and could only be surpassed by her kindness and generosity. Her political affiliation included her activism as a supporter of the 18th Ward in later years; and
 
WHEREAS, Rochelle was the family's historian always ready to share history of family members and/or special events. She was passionate about family values. Her meek, mild, loving, generous and supportive personality made her an exceptional "gem" of a grandmother to her grandson, Darius. Rochelle and Andre' shared a special love and a most unique relationship that can only be cherished and encased in their hearts forever. She was a special sister to her brother Marquette; and
 
WHEREAS, She was preceded in death by her loving parents; husband, Cliford Stark; sister, Mary, and brother, Gilbert; and leaves behind to cherish her memory her loving son, Andre'; grandson, Darius; brother, Marquette; three nephews, Fred, Sam and Marc; four great nephews, Fred Jr., Terrance, Brian and Marq; three life long, devoted special people, Odessa, Gloria and Carolyn; and a host of other relatives and friends; now, therefore,
 
BE ITRESOL VED, That we, the mayor and members of the City Council of the City of Chicago, gathered here iq.assembly this twenty sixth day of November, 2013 A.D., do hereby express our sorrow on the passing of Rochelle Starks and extend to her family and friends our deepest sympathy; and
