REPORT OF THE COMMITTEE ON FINANCE TO THE CITY COUNCIL CITY OF CHICAGO
SUBSTITUTE ORDINANCE

WHEREAS, the City of Chicago (the "City") is a municipal corporation and home rule unit of government under Article VII, Section 6(a) ofthe 1970 Constitution ofthe State of Illinois, and as such, may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, the Metropolitan Pier and Exposition Authority (the "MPEA") is a political subdivision, unit of local government, body politic and municipal corporation existing under the laws of the State of Illinois pursuant to the Metropolitan Pier and Exposition Authority Act, as amended, 70 ILCS 210/1 et seg, (the "MPEA Act"); and

WHEREAS, pursuant to Section 210/4(a) ofthe MPEA Act, the MPEA was established to "promote, operate and maintain fairs, expositions, meetings, and conventions from time to time" in the metropolitan Chicago area, and to "construct, equip, and maintain grounds, buildings, and facilities for those purposes"; and
WHEREAS, the MPEA owns McCormick Place, an exhibition and convention center located at 23rd Street and Martin Luther King Drive along the City's lakefront; and
