At the request of the Commissioner of Planning and Development, I transmit herewith, together with Alderman Lane, an ordinance establishing the Healthy Coiner Store Pilot Program and associated grant agreement.

Your favorable consideration of this ordinance will be appreciated.

ORDINANCE

WHEREAS, the City has an on-going commitment to increasing access to, and consumer demand for, healthy and affordable foods in Chicago's underserved communities, including: (a) increasing the inventory and variety of affordable fresh produce in corner stores; (b) increasing the visibility and attractiveness of fresh produce items in corner stores; (c) assisting corner stores in effective fresh food retail development strategies; (d) increasing store owners' knowledge about handling and marketing fresh produce items; (e) increasing the sale of fresh produce items in corner stores; and (f) improving the economic viability of the corner store.

WHEREAS, the City, through its Department of Planning and Development ("DPD"), wishes to implement a Citywide pilot program (the "Healthy Corner Store Pilot Project") to provide assistance to corner stores to achieve the foregoing goals.

WHEREAS, pursuant to the Healthy Corner Store Pilot Project, corner store owners will add healthy foods to their shelves, participate in nutrition education for customers, market healthy food, and receive technical assistance on how to improve their sales and operations.

WHEREAS, DPD wishes to enter into a contract with the Inner-City Muslim Action Network ("IMAN") to implement and maintain the Healthy Corner Store Pilot Project (the "Agreement"), including program marketing/outreach, applicant recruitment, application processing, technical assistance, compliance/monitoring and program metrics, in accordance with the terms...
