tyQ\[£t6Cl$ > °n the co,d morning of December 17, 2013, a 15-year old girl was walking to a bus stop on her way to school in Chicago's Belmont-Cragin neighborhood when she was accosted by a man, dragged behind a building, brutally beaten and sexually assaulted, and left unconscious, half naked and bleeding in the building's rear yard; and
 
WHEREAS, By the time the girl was discovered by neighbors, she was suffering from hypothermia, massive blood loss, and severe head and body trauma. Rushed to Mount Sinai Hospital in critical condition, the girl had sustained such grave injuries that she was unable to speak for two weeks; and
 
WHEREAS, Responding police officers from the 25th District and an evidence technician from the Forensic Services Division immediately secured the area, photographed and recovered vital evidence and identified the offender's possible flight path; and
 
WHEREAS, Having investigated the crime scene, Area North detectives extensively canvassed the surrounding community. Their meticulous and comprehensive investigation produced witnesses, video tape and additional evidence necessary to identify the offender; and
 
WHEREAS, Scientists at the Illinois State Police Crime Laboratory were provided with numerous items left at the crime scene, as well as photographic images of a shoe print left in the snow by the offender. Using state-of-the-art technology, they were able to isolate a miniscule amount of DNA evidence left near the victim and to identify the brand and model of the likely shoe worn by the attacker; and
 
WHEREAS, When pieced together, all of the evidence so painstakingly collected and analyzed pointed to a convicted felon residing in the area; and

WHEREAS, Having been notified of the male suspect's identity, police officers quickly placed him in custody. The man was subsequently charged with numerous crimes, including aggravated criminal sexual assault and attempted murder; and
 
WHEREAS, Thanks to the tenacious pursuit of justice for the young victim of this heinous crime, a dangerous, amoral predator was removed from the streets of Chicago; and
 
WHEREAS, All of these officers of the Chicago Police Department and analysts from the Illinois State Police Crime Laboratory deserve recognition and commendation for their dedication, skill and fine police work in apprehending this suspect:

BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this second day of April, 2014, do hereby commend, for their professionalism, dedication and exceptional cooperative efforts on behalf of the citizenry of Chicago, all of the named police officers and forensic service personnel who were instrumental in solving this particularly horrific, vicious and egregious crime; and
 
BE IT FURTHER RESOLVED, That suitable copies of this resolution be presented to each named member of the Chicago Police Department, and placed on permanent record in each of their personnel files, and to each named member of the Illinois State Police Crime Laboratory, as a token of our appreciation and esteem.
