Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2014 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies; and an amendment to the Year XL Community Development Block Grant Ordinance necessary for specified services and activities, and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Ordinance transmitted herewith.
This recommendation was concurred in by a viva voce vote of the members of the Committee.

ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2014 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional federal grant funds in the amount of $259,000 by the Chicago Housing Authority which shall be used for the CHA Family Supportive Services Program; and
WHEREAS, the City through DFSS has been awarded additional federal grant funds in the amount of $412,000 by the United States Department of Health & Human Services, Administration for Children and Families ("USDHHS") which shall be used for the Early Head Start Program; and
WHEREAS, the City through DFSS has been awarded additional federal grant funds in the amount of $7,789,000 by USDHHS which shall be used for the Head Start Program; and
WHEREAS, the City through its Office of Emergency Management and Communication has been awarded federal grant funds by the United States Department of Homeland Security, through the Illinois Emergency Management Agency, in the amount of $442,000, which shall be used for the Hazard Mitigation Program; and
WHEREAS, on November 26, 2013 the City Council of the City adopted an ordinance entitled "Submission of Final Statement of Objectives and Projected Use of Funds for Community Development Block Grant Year XL, as Amended" (the "Year XL CDBG Ordinance"); and
WHEREAS, it is necessary to use $1,019,981 in salvage from prior years to maintain level funding in the Year XL CDBG Ordinance, because the federal annual entitlement for the 2014 fiscal year was decreased by this amount; and
WHEREAS, the Year XL CDBG Ordinance appropriated certain Community Development Block Grant funds ("CDBG Funds") for expenditure by the Department of Planning and Development ("DPD") through subgrants for purposes of the following ("Programs"): "Single-Family Troubled Building Initiative" ("TBI/SF"), "Multi-Family Troubled Building Initiative" ("TBI/MF"), "Condominium Troubled Building Initiative" ("TBI/ Condo"), "Neighborhood Lending Program" ("NLP"), and "Rehabilitation Loans and Grants" ("Rehab Loans and Grants"); and
WHEREAS, the subgrantees for the Programs were identified at the time of the adoption of the Year XL CDBG Ordinance as follows: NHS Redevelopment Corporation as a delegate agency for TBI/SF; Community Initiatives, Inc. as a delegate agency for TBI/MF and TBI/Condo; Neighborhood Housing Services of Chicago, Inc. and Neighborhood Lending Services, Inc. as delegate agencies for NLP; and Southwest Organizing Project/Brinshore Development, Preservation of Affordable Housing Inc., Chicago Neighborhood Initiatives, and Neighborhood Housing Services of Chicago, Inc. as delegate agencies for Rehab Loans and Grants in furtherance of DPD's Micro Markets Recovery Program; however, these names were inadvertently omitted from the Year XL CDBG

Ordinance, and it is necessary and appropriate to correct this omission; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The above recitals are expressly incorporated in and made a part of this ordinance.
SECTION 2. The sum of $8,902,000, not previously appropriated, representing increased grant awards, is hereby appropriated from Fund 925 - Grant Funds for the year 2014. The Annual Appropriation Ordinance is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 3. The Year XL CDBG Ordinance, as amended, is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit B which is hereby made a part hereof. Any actions previously taken by the City with respect to the subgrantees indicated on Exhibit B in furtherance of the Programs are hereby ratified.
SECTION 4. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 5. This ordinance shall be in full force and effect upon its passage and approval.
