("Amendment") shall amend and modify the Intergovernmental Agreement ("Agreement") entered into July 8, 2011, by and between the City of Chicago ("City") acting through its Department of Housing and Economic Development ("HED"), and the Chicago Transit Authority, an Illinois municipal corporation (the "Authority").
