("Amendment") shall amend and modify the Intergovernmental Agreement ("Agreement") entered into July 8, 2011, by and between the City of Chicago ("City") acting through its Department of Housing and Economic Development ("HED"), and the Chicago Transit Authority, an Illinois municipal corporation (the "Authority"). The City and the Authority are hereinafter sometimes individually referred to as a "Party" and jointly referred to as the "Parties."
