SUBSTITUTE ORDINANCE
 
 
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
 
 
SECTION I. Section 2-12-010 of the Municipal Code of Chicago is hereby amended by deleting the language stricken through and by inserting the language underscored, as follows:
2-12-010 Powers and duties.
The city clerk shall, in addition to other duties imposed upon him the city clerk by law, perform the following:

Administer and enforce the requirements of Chapter 3-56 and other provisions of this Code relating to the wheel tax license emblem, which shall include the authority to issue citations for violations;
Administer and enforce the provisions of this Code conferring powers and duties on the city clerk relating to residential parking permits, which shall include the authority to issue citations for violations;

SECTION 2. Section 2-12-080 of the Municipal Code of Chicago is hereby amended by deleting the language stricken through and by inserting the language underscored, as follows:
2-12-080 Deputy city clerk - Appointment - Powers and duties.
There is hereby created the office of deputy city clerk. The city clerk shall appoint said deputy city clerk who shall, during the disability or absence of the city clerk, have and exercise the powers and duties of the city clerk (except as restricted by law to be exercised by the city clerk only) and shall at all times have and exercise such powers and duties as may be |   assigned to him the deputy city clerk by the city clerk.
 
 
SECTION 3. Section 3-56-160 of the Municipal Code of Chicago is hereby amended by deleting the language stricken through and by inserting the language underscored, as follows:
 
 
3-56-160 Rules and regulations.
The city clerk is authorized to promulgate rules and regulations necessary to implement the requirements of this chapter and-subscction (d) of Section 9 68 020. This chapter and any rules and regulations promulgated thereunder may be enforced by designated employees of the office of the city clerk or by members of the police department.

,|      SECTION 4. Section 9-64-090 of the Municipal Code of Chicago is hereby amended by
i   inserting, after subsection (k), the language underscored, as follows:

\      SECTION 5. Section 9-68-020 of the Municipal Code of Chicago is hereby amended by

SECTION 6. Section 9-68-021 of the Municipal Code of Chicago is hereby amended by deleting the language stricken through and by inserting the language underscored, as follows:
9-68-021 Sale of residential parking permits.

The provisions of this section of and any rules or regulations promulgated pursuant to this section thereunder may be enforced by investigators of the city clerk's office designated employees of the office of the city clerk or the by members of the police department.
 
 
 
SECTION 7. This ordinance is intended to clarify, rather than to change, existing law.
 
 
SECTION 8. This ordinance shall take full force and effect upon its passage and approval.

Your Committee on Committees, Rules and Ethics, having under consideration a Substitute Ordinance, SO2014-5277, introduced by Clerk Susana A. Mendoza (which was introduced June 25. 2014) amending Chapter 2-156 of Municipal Code regarding review of campaign finance filing under governmental ethics ordinance, begs leave to recommend that Your Honorable Body pass the Ordinance which is transmitted herewith.
