SUBSTITUTE ORDINANCE
 
WHEREAS, the Annual Appropriation Ordinance for the year 2014 ofthe City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies ofthe City have applied to agencies ofthe state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City through its Mayor's Office has been awarded additional federal grant funds in the amount of $223,000 by the United States Department of Justice ("DOJ"), Office of Justice Programs which shall be used for the National Forum on Youth Violence; and
WHEREAS, the City through its Department of Cultural Affairs and Special Events has been awarded federal grant funds in the amount of $89,000 by the United States Department of Agriculture which shall be used for the Farmers Markets Program; and
 
WHEREAS, the City through its Department of Fleet and Facility Management has been awarded state grant funds in the amount of $120,000 by the Illinois Environmental Protection Agency which shall be used for the Municipal Brownfields Redevelopment Project; and
 
WHEREAS, the City through its Department of Public Health ("Health") has been awarded federal grant funds in the amount of $2,000,000 by DOJ, Office For Victims of Crime ("OFVC") which shall be used for the Antiterrorism Crime Victim Response Program; and
 
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $500,000 by the United States Department of Health and Human Services ("USHHS"), Centers for Disease Control and Prevention (the "CDC") which shall be used for the Immunization Billing Services Program; and
 
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $3,900,000 by the United States Department of Housing and Urban Development, Office of Lead Hazard Control and Healthy Homes which shall be used for the Lead Hazard Reduction Demonstration Program; and
 
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $348,000 by the CDC which shall be used for the Lead Poisoning Surveillance Program; and
 
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $330,000 by the USHHS, Substance Abuse and Mental Health Services Administration which shall be used for the Minority AIDS Initiative Targeted Capacity Expansion Program; and
 
WHEREAS, the City through Health has been awarded additional grant funds in the amount of 945,808 by USHHS, Health and Resources and Services Administration which shall be used for the Ryan White HIV Care Act Park A- Emergency Relief Program; and
 
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional private grant funds in the amount of $50,000 by the National Council on
 
 
Aging, Inc. which shall be used for the Benefits Systems Change Program; and
 
WHEREAS, the City through DFSS has been awarded additional state grant funds in the amount of $171,000 by the Illinois Department on Aging ("IDOA") which shall be used pursuant to the Colbert consent decree; and
 
WHEREAS, the City through DFSS has been awarded additional state grant funds in the amount of $868,000 by IDOA which shall be used for the Elder Abuse and Neglect Program; and
WHEREAS, the City through DFSS has been awarded state grant funds in the amount of $33,000 by IDOA which shall be used for the Money Follows the Person Program; and
 
WHEREAS, the City through its Department of Police ("Police") has been awarded federal grant funds in the amount of $3,000,000 by OFVC which shall be used for the Antiterrorism and Emergency Assistance Program; and
 
WHEREAS, the City through Police has been awarded additional federal grant funds in the amount of $90,000 by Illinois Department of Human Services, Juvenile Justice Commission ("JJC") which shall be used for the Chicago Juvenile Justice Council; and
 
WHEREAS, the City through Police has been awarded additional federal grant funds in the amount of $40,000 by JJC which shall be used for the Juvenile Accountability Block Grant Program; and
 
WHEREAS the City through its Chicago Public Library has been awarded additional state grant funds in the amount of $1,142,000 by the Illinois State Library which shall be used for the Illinois Library Development - Per Capita and Area; now, therefore,
 
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The sum of $13,849,808, not previously appropriated, representing increased grant awards, is hereby appropriated from Fund 925 - Grant Funds for the year 2014. The Annual Appropriation Ordinance is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
 
SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
 
SECTION 3.  This ordinance shall be in full force and effect upon its passage and approval.

Your Cornmittee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2014 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies, and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management; and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.
 
This recommendation was concurred in by a viva voce vote of the members ofthe Committee.
