Whereas , During the noon hour on Friday, July 25, 2014, William Guinane, a recently hired inspector employed by the City of Chicago's Department of Buildings, was walking in the Loop on his way to conduct an inspection when he heard a woman scream that her purse had been stolen; and
WHEREAS, Seeing the thief running toward him with the woman's purse in hand, Mr. Guinane sprang into action; and
WHEREAS, Acting without regard for his own personal safety, Mr. Guinane blocked the thief's path, causing the man to drop the woman's purse; and
WHEREAS, After securing the purse so that it could be returned to its rightful owner, Mr. Guinane followed the assailant to a nearby fast-food restaurant; and
WHEREAS, Mr. Guinane then flagged down an Illinois State trooper, who handcuffed the thief until the Chicago Police Department arrived on the scene to take him into their custody; and
WHEREAS, After filing a police report, and without missing a beat, Mr. Guinane immediately proceeded to his next scheduled inspection; and
WHEREAS, It subsequently came to light that the woman, whose purse had been stolen, was a fellow city worker employed by the Chicago Department of Transportation; and
WHEREAS, Thanks to Mr. Guinane's quick thinking, his courage and his willingness to take personal risks for the benefit of others, a thief was removed from Chicago's streets and a crime victim's property and peace of mind were restored to her; and
