SUBSTITUTE ORDINANCE

 

 

WHEREAS, the Annual Appropriation Ordinance for the year 2015 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agendes; and

WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to theCity for various purposes; and

WHEREAS, the City through its Department of Public Health has been awarded additional federal grant funds in the amount of $55,000 by the United States Department of Health and Human Services, Centers for Disease Control and Prevention which shall be used for the Bioterrorism Preparedness Response Planning Project; and

WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded federal grant funds in the amount of $167,000 by the Illinois Department on Aging ("IDOA") which shall be used for the Medicare Improvement for Patients and Providers Act Project; and

 

WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $162,000 by IDOA which shall be used for theMedicare-Medicaid Alignment Initiative; and

 

WHEREAS, the City through DFSS anticipates receiving private grant funds from various sources in the amount of $600,000, of which $300,000 represents carry-over grant funds that were not accurately reflected in the current budget which shall be used for the Senior Program Private Contribution Project; and

 

WHEREAS, the City through its Office of Emergency Management and Communications ("OEMC") has been awarded private grant funds in the amount of $5,000 by Target Corporation which shall be used for the Emergency ManagementPrivate Support Project; and

 

WHEREAS, the City through OEMC has been awarded additional private grant funds in the amount of $8,000 by Northwestern University which shall be used for the Traffic Management Authority Control Aides Project; and

WHEREAS, the City through its Chicago Public Library ("CPL") has been awarded state grant funds in the amount of $1,750,000 by the Illinois Department of Commerce and Economic Opportunity which shall be used for the Independence Branch Construction project and

 

WHEREAS, the City through CPL desires to accept: (i) a grant of hot spot devices (the "Hot Spot Devices") from the Chicago Public Library Foundation (the "Foundation") and/or Sprint Corporation ("Sprint"), including an assignment of a services contract in connection therewith, and (ii) a loan and/or grant of Surface computers from Microsoft Corporation ("Microsoft," and collectively with the Foundation and Sprint, the "Donors") (the grant of Hot Spot Devices and the loan/grant of Surface computers being collectively hereinafter referred to as the "Donations") now, therefore,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

 

SECTION 1. The sum of $2,147,000 not previously appropriated, representing increased grant awards, is hereby appropriated from Fund 925- Grant Funds for the year 2015. The Annual Appropriation Ordinance is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.

 

SECTION 2.  The Commissioner of CPL is authorized to accept the Donations from the Donors and to enter into and execute such other instruments and documents and to perform such other acts as may be necessary or advisable, in the judgment of the Commissioner of CPL, in connection with the implementation of the Donations, including indemnification of the Donors.

SECTION 3. To the extent that any ordinance, resolution, rule, order or provision of the
Municipal Code of Chicago, or part thereof, is in conflict with the provisions? of this ordinance, the
provisions of this ordinance shall control. If any section, paragraph, clause or provision of this
ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not
affect any of the other provisions of this ordinance.

Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2015 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies and the execution of applicable agreements, and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management; and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.

 

This recommendation was concurred in by a viva voce vote of the members of the Committee.
