To the Mayor, Members of the City Council, the City Clerk, the City Treasurer, and the residents of the City of Chicago:


Enclosed for your review is the public report on the operations of the City of Chicago Office of Inspector General (OIG) during the fourth quarter of 2014, filed with the City Council pursuant to Section 2-56-120 of the Municipal Code of Chicago.

In 2014, we witnessed the deepening recognition that meaningful oversight is not a temporary solution but rather a permanent and necessary component of good government. This recognition was manifested in, among other things, increasing calls from the public, Mayor, Departments Heads, and Aldermen for OIG to examine, through investigation, audit, or program review, some of the most challenging and controversial issues in the City. During the recently concluded quarter, a City Council legislative committee requested and received IG testimony regarding an OIG report. This, the first such instance in the twenty-five year history of the office, reflects maturation in the relationship between elected officials and OIG in a manner that progressively parallels best practices seen at the federal level. Our stakeholders increasingly appear to appreciate that effective independent oversight brings exponential returns on the budgetary investment.
