AN ORDINANCE PROVIDING HUMANITARIAN AID TO THE MUNICIPALITY OF DE JUTIAPA, ATLANTIDA, HONDURAS, CENTROAMERICA
 
 
Whereas, from time to time, emergency vehicle and equipment used by the City of Chicago became outdated and obsolete and are replaced; and
 
Whereas such material may nonetheless have useful service life left in it and could be of great use to another entity; and
 
Whereas, the City of Chicago, Department of Fleet and Facility Management from time to time, has in its possession ambulances that, while no longer of use to the to the City, could be a substantial use elsewhere; and
 
Whereas, de Jutiapa, Atlantida, Honduras, Centroamerica is in need of humanitarian
aid;
 
NOW, THEREFORE, BE IT ORDANIED BY THE CITY COUNCIL OF THE CITY OF CHICAGO;
 
Section 1. The Commissioner of Fleet and Facility Management is hereby authorized to donate one (1) obsolete ambulance no longer useful to the City of Chicago; as such ambulance may become available, to the Municipality of de Jutiapa, Atlantida, Honduras, Centroamerica free and clear of any liens or encumbrances. The City shall convey said ambulance in "as is" condition without any warranties either expressed or implied and expressly excludes any warranty of merchantability and fitness for a particular purpose.
 
Section 2. The Commissioner of Fleet and Facility Management is hereby authorized to enter into and execute such other documents, as may be necessary and proper to implement this donation.
 
Section 3. This ordinance shall be in full force and effect from and after its passage and publication.

General Details:
The Municipal area of Jutiapa is very poor since most of it gets hit by real bad weather problems (too much rain makes the soil unsafe and not good for planting or farming). All the basic needs are very difficult to cover due distances and the terrain all around mountains, they are eight (8) health centers including the one where Dr. Walter Ramos Guevara works which between all these centers serves a third of a total of 34,000 persons in the area (approximate around 100 persons daily plus mothers going thru maternity).
From the many needs that they have, one of the priorities is the ambulance due to the difficulty transferring very sick patients to the Regional Hospital of Atlantida of the City of La Ceiba (most of these patients wait and won't go to the centers due to their very poor situation but doing that their lives are on high risk). The ambulance will be covering all the eight (8) health centers.

Saludes y bendiciones.
Me dirijo a usted muy respetuosamente para decirle que se de usted por la Dra. Ana Maria Canelas, soy el Dr. Walther Ramos Guevara y trabajo con el gobierno de Honduras en el Centro de Salud de Jutiapa, ubicado en el Municipio de Jutiapa, Atlantida. El Municipio de Jutiapa en uno de los, mas pobres del litoral Atlantico, determinado por las precarias necesidades basicas insatisfechas de su gente, hay ocho Centros de Salud incluyendo donde yo trabajo, se atiende a una poblacion de 34,000 habitantes y solo en nuestro Centro atendemos a un tercio de esa poblacion, aproximadamente 100 personas diarias entre poblacion general y embarazadas. De muchas necesidades que tenemos, una de las prioritarias es la de una ambulancia por la dificultad que tenemos para trasladar a los pacientes con enfermedades graves al hospital Regional Atlantida de la Ceiba ya que a veces no se van de inmediato si no que lo hacen cuando pueden economicamente poniendo en riesgo sus vidas.
Las mejoras hechas en la infraestructura de los edificios han sido por ONG o personas particulares las cuales han respondido a nuestras peticiones. La ambulancia no solo seria para nuestro Centro de Salud sino para los otros siete restantes o de otro cercano que la necesitara.
