We have been collecting funds for many years with formal approval received since 2005


WHEREAS, an intellectual disability is defined as a disorder caused by cerebral palsy, epilepsy, autism, or any other condition which results in impairment of. or lack of. normal development of intellectual capacities; and,
WHEREAS, intellectual disabilities originate before the age of 18, and generally continue indefinitely; and,
WHEREAS, approximately 1.5 percent of the U.S. population is afflicted with an intellectual disability; and,
WHEREAS, due to the early onset and debilitating nature of tliese disorders, many more children are affected than adults; and,
WHEREAS, one ofthe main purposes of the Knights of Columbus, a fraternal order with 1.8 million members around the world, is to support various charitable causes that seek to make our families and communities stronger; and,
WHEREAS, the Knights of Columbus has donated more than $1.3 billion, and volunteered over 640 million hours of service in the past decade; and,
WHEREAS, the Illinois State Council of the Knights of Columbus will hold their 46th Annual Fund Drive on September 18-20, 2015 to benefit programs lhat sen-e individuals with intellectual disabilities, distributing proceeds io more than 1,200 .service organizations throughout Illinois;
THEREFORE, I, Bruce Rauner, Governor oflhe State of Illinois, do hereby proclaim September 18 - 20, 2015 as HELPING CITIZENS WITH INTELLECTUAL DISABILITIES DAYS in Illinois, in support ofthe worthy efforts of the Illinois State Council of the Knights of Columbus, and encourage all citizens to assist those who are affected by intellectual disabilities.

Illinois State Council K of C Charities, Inc. is covered under the State Council's General Liability Insurance Policy as an additionally insured". Our councils will be participating in our annual ID drive on September 18-20, 2015 commonly known as the "Tootsie Roll Drive" which will be covered under our general liability insurance which is for $2 million dollars (See Attached current Policy) with an additional $1 million umbrella.

The Illinois State Council General Liability Policy is renewed annually on a July 1 through June 30th basis. A new policy for the next renewal period will not be issued by our insurance carrier until July 1 at the earliest.

As soon as our new policies are written, a renewed policy will be issued to the City of Chicago and automatically sent to you for this event. Until that time, our old policy and limits is attached for your reference.

We hope this will satisfy your requirements for this permit to be processed and allow our councils to hold this collection date.

As soon as the proclamation from the new governor is received, this also will be forwarded to you under separate cover

Misericordia Candy Days is a statewide fundraising activity conducted each spring from Carbondale to Waukegan and from East St. Louis to the Lake. There are more than 12,000 people involved in the fundraising effort throughout the state.

This year Candy Days will be held on April 29 and 30, 2016.
