Ladies and Gentlemen:
I transmit herewith a congratulatory resolution regarding Demetrius E. Carney. Your favorable consideration of this resolution will be appreciated.

RESOLUTION

WHEREAS, Demetrius E. Carney has completed his tenure as President of the Chicago Police Board after nearly twenty years of dedicated service to the people of the City of Chicago; and

WHEREAS, Mr. Carney, having been appointed in 1996, is the longest-serving President in the history of the Police Board; and

WHEREAS, Mr. Carney has considered more than 1,350 cases involving allegations of misconduct made against Chicago police officers, including over 450 of the most serious cases—those in which the Superintendent of Police recommended that the officer be discharged from the Chicago Police Department; and

WHEREAS, Mr. Carney consistently stressed the importance of impartiality, due process, and transparency when deciding disciplinary cases; and

WHEREAS, Under Mr. Carney's leadership, the Police Board increased the public's and police officers' confidence in the process for handling allegations of police misconduct; and

WHEREAS, Mr. Carney led nationwide searches for four Superintendents of Police (Terry Hillard, Philip Cline, Jody Weis, and Garry McCarthy); and

WHEREAS, Mr. Carney presided over more than 200 public meetings, which provide an opportunity for members ofthe public to engage in dialogue with the Police Board and the leadership ofthe Police Department and the Independent Police Review Authority, thereby playing a vital role in enhancing community-police relations by providing a unique forum for Chicagoans to voice their concerns about crime and policing; and
