SUBSTITUTE ORDINANCE
WHEREAS, The Chicago City Council may from time to time define areas, in the interest of preserving public health and safety or avoiding traffic congestion, in which no mobile food vendor may prepare or dispense food from a wheeled vehicle or cart; and
WHEREAS, The City of Chicago hosts nearly 50 million tourists every year, concentrated primarily in the Central Business District; and
WHEREAS, The City of Chicago offers more than 37,000 hotel rooms in the Central Business District, operating at nearly 90% of capacity during peak months; and

WHEREAS, Over 500,000 people work in the Downtown Central Business District, including 300,000 commuting by mass transit and sidewalks; and
WHEREAS, The River North and Streeterville neighborhoods are home to over 850 restaurants, and nearly 500 sidewalk cafes; and
WHEREAS, The River North and Streeterville neighborhoods have a population density nearly three times the City of Chicago's average; and
WHEREAS, On certain high-volume pedestrian streets, existing street furniture, kiosks, and other city infrastructure currently restrict pedestrian flow; and

WHEREAS, Adding food carts to the mix of existing obstructions on the public way would exacerbate current concerns for the functionality and safety of the public way; now therefore,


BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. The recitals to this Ordinance are incorporated herein. (a) Dispensing or preparing food from a wheeled vehicle within the following designated areas is hereby prohibited:
(1) Beginning at the intersection of Laflin Street and Monroe Street; thence south on Laflin Street to Jackson Boulevard, thence west on Jackson Boulevard to Paulina Street; thence north on Paulina Street to Monroe Street; thence east on Monroe Street to Laflin Street.

(b-1) No mobile prepared food vendor shall operate on the sidewalk on both sides of the following roadways:
