At the request of the Commissioner of the Mayor's Office for People with Disabilities, I transmit herewith an ordinance authorizing the execution of an intergovernmental agreement with the Chicago Housing Authority regarding the Home Modification Program.

ORDINANCE

WHEREAS, the City of Chicago ("City") is a home rule unit of government as defined in Article VII, Section 6(a) ofthe Illinois constitution and as such may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, the Chicago Housing Authority (the "CHA") is a municipal unit of government organized for the purpose of providing safe, clean and affordable housing to Chicago residents, including removing unsanitary and substandard conditions, constructing and operating housing accommodations and regulating the maintenance of housing projects; and
WHEREAS, the health, safety and welfare of the residents of public housing is a matter of public interest; and
WHEREAS, since 1999, the Mayor's Office for People with Disabilities ("MOPD") has and continues to operate the HomeMod Program whereby dwelling units that are occupied by a household that contains at least one disabled person are eligible to be considered for the installation of modifications with accessible features such as ramps, lifts, accessible kitchens, accessible bathrooms, or assistive technology devices, all at no or reduced cost to the household; and
WHEREAS, the CHA requested the City, through MOPD, to expand its HomeMod Program with the use of certain CHA Modification Fund funding to modify qualifying dwelling units that are leased to qualifying disabled households under the CHA's Housing Choice Voucher Program; and
