ORDINANCE

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Chapter 2-20-020 of the Municipal Code of Chicago is hereby amended by inserting the language underscored, as follows:

2-20-020 Commissioner-Appointment, powers, and duties.
There is hereby created the office of commissioner of aviation. He or she shall be appointed by the mayor, by and with the advice and consent of the city council. He or she shall have restricted management and control of the design, construction, operation, and maintenance of all public airports owned or operated by the city as included in Chapter2-20-025(b). The commissioner's powers and duties shall include those set forth in this chapter and Chapter 10-36 of this Code.
SECTION 2. Chapter 2-20-025(b) of the Municipal Code of Chicago is hereby amended by inserting the language underscored, as follows:

2-20-025(b) O'Hare Modernization Program
The commissioner of aviation shall have restricted management and control of all matters and things pertaining to the O'Hare Modernization Program, including its design, construction, operation, and maintenance. The commissioner shall be limited in his or her authority to manage and control all matters and things pertaining to the (1) construction, reconfiguration, decommissioning, and destruction of runways and taxiwavs; and (2) provision for air navigation and air safety outside that area in accordance with standards established by the Federal Aviation Administration; without first seeking and obtaining approval of the City Council Committee on Aviation in a public hearing on the matter, and thereafter transmitted to the full City Council for a vote. All current and prospective plans for the design, re-opening, construction, reconfiguration, decommissioning, and destruction of runways and taxiwavs shall be halted until approval is sought and
