BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. Section 9-64-090 ofthe Municipal Code of Chicago is hereby amended by adding the language underscored, as follows:
9 64-090 Residential parking permit.

When official signs are erected indicating resident permit parking only, parking shall be restricted to service and delivery vehicles, and home health care provider vehicles whose operators are doing business with residents of the residential parking permit zone and to vehicles displaying resident or visitor parking permits or other permits issued pursuant to Section 9-68-020 or Section 9-68-022(d) herein. In addition, a vehicle not in these categories may park legally for up to 15 minutes in a 24 hour period in a residential parking permit zone if its hazard indicator lights are flashing.
It shall be unlawful to park any unauthorized vehicle in violation of signs erected or maintained pursuant to this section or any other ordinance or city council order which establishes and defines a residential parking permit zone for which permits are issued pursuant to Section 9-68-020 or other ordinance.
SECTION 2. Chapter 9-68 of the Municipal Code of Chicago is hereby amended by adding the language underscored and by deleting the language stricken through, as follows:

9-68-022 Wrigley Field area parking permits - Zone 383.
The purpose of this section is to effectively regulate parking in the area immediately surrounding Wrigley Field in light ofthe special nature ofthe parking problems caused by night games at Wrigley Field.
Those portions of Residential Permit Parking Zone 383 that are within the following bounded area: the area bounded by and including both sides of Ashland Avenue on the west; Irving Park Road on the north, Broadway on the east, and Belmont Avenue on the southi shall for purposes of this section be known as the "Zone 383 night game tow area." Upon the posting of appropriate signs within the Zone 383 night game tow area, that area shall be deemed, during the days and times specified in subsection (c) of this section, an officially designated and marked "tow zone" for purposes of Section 9-92-030(f).
In addition to the parking restrictions and requirements contained in Section 9-64-090 and other applicable code provisions, any vehicle parked within the Zone 383 night game tow area between the hours of 5:00 P.M. and 10:00 P.M. on days in which night baseball games are played at Wrigley Field, and which does not bear a "Zone 383" resident or visitor permit, or Zone 383 business parking permit shall be subject to an immediate tow.

(d) (1) For purposes of this section, the following definitions apply:

"Zone 383 business parking permit" or "business parking permit" means a parking permit issued pursuant to this section.

"Employee" means an employee of a program area business.

"Night game" means any baseball game played at Wrigley Field that is authorized by Section 4-156-430(B)(2).

"Program area" means that area within Residential Permit Parking Zone 383 set forth in subsection (b).

"Program area business" means a business located within the program area.

(2) A business parking permit allows an employee to park within the program area
between the hours 5 p.m. to 10 p.m. when a night game is played at Wrigley Field. A business
parking permit shall be issued only to an employee of a program area business and shall be
used by such employee only in the course of his employment. No business parking permit shall
be issued to an employee owning a vehicle eligible for immobilization pursuant to Section 9-
100-120 or other applicable provision ofthe Code.
(3) (A) It shall be unlawful for anv person to affix, cause to be affixed, or otherwise
display anv business parking permit not in compliance with this section.
It shall be unlawful for any person other than the city or an agent of the city to knowingly sell, offer for sale, expose for sale, or acguire for the purpose of sale anv business parking permit.
It shall be unlawful for anv person to purchase a business parking permit from anv person other than the city or an agent of the city.
It shall be unlawful for anv employee to transfer a business parking permit to another person.
In addition to any other fine provided, anv person who violates this subsection for the first violation shall be subject to a fine of not less than $200.00 nor more than $500.00 for each offense, the second such violation punishable by a fine of not less than $500 nor more than $750, the third such violation punishable by a fine of not less than $750 nor more than
$1,000, and revocation of the employee's business parking permit.
The offices of the Aldermen located within Residential Permit Parking Zone 383 shall distribute the business parking permits, without charge, to employees of program area businesses in accordance with this section.
Any employee's vehicle parked in violationof subsection (d)(2) shall be subject to immediate tow.



SECTION 3. This ordinance shall be in full force and effect 10 days after its passage and|1010|publication.
