At the request of the Commissioner of Planning and Development, I transmit herewith ordinances authorizing amendments to previously passed land sales.

WHEREAS, the City of Chicago ("City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and, as such, may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, pursuant to an ordinance ("Ordinance") adopted by the City Council of the City of Chicago (the "City Council") on June 5, 2013, and published at pages 54753 through 54793 in the Journal of the Proceedings of the City Council (the "Journal") of such date, and as amended on October 16, 2013 and published at pages 61717 through 61758 in the Journal of such date, the City approved the sale of that certain parcel of land identified on Exhibit A attached hereto (the "Property") along with several other parcels of vacant land in the 87th/Cottage Grove TIF Redevelopment Area, to New Life Covenant Church-SE (the "Grantee"), for development of a church campus (the "Project"), and further authorized the City to enter into an agreement for the sale and redevelopment of land (the "Redevelopment Agreement") with the Grantee; and

WHEREAS, on May 29, 2015, the City and Grantee entered into the Redevelopment Agreement and on August 27, 2015, the City conveyed the Property to Grantee, along with the other parcels of land authorized by the Ordinance, by quit claim deed recorded in the Office of the Cook County Recorder of Deeds as document number 1524019169 (the "Deed"); and

WHEREAS, both the Redevelopment Agreement and the Deed contain a covenant which requires Grantee to devote the Property to park...
