RESOLUTION AS AMENDED

WHEREAS, the City of Chicago Department of Finance is responsible for administering medical, dental and related benefit programs for all eligible City employees and their dependents; and

WHEREAS, the City's benefit program, a sterling plan that is exceptional in the quality and breadth of its coverage, provides for virtually all employees and dependents a complete level and scope of insurance coverage; and

WHEREAS, in certain situations an employee may wish to obtain insurance coverage outside of the City's existing benefit programs, such as accident insurance, short-term disability insurance, hospital confinement insurance, or cancer coverage insurance; and

WHEREAS, such supplemental insurance products are commonly available in the marketplace; and

WHEREAS, those employees who wish to procure supplemental insurance may benefit significantly from participation by the City's Department of Finance, because the Department has familiarity with benefit-related contracts, services and programs, and also because the Department can exert effective volume-based purchasing power on behalf ofour City workforce; and

WHEREAS, using a request for proposal ("RFP") process to procure supplemental insurance products will help to ensure a competitive, bias-free procurement and an overall better result for our insured employees and their dependents; now, therefore, .

BE IT RESOLVED, that we, the Members of the City Council of the City of Chicago^ assembled this eighteenth day of May, 2016, do hereby direct the Department of Finance to commence the necessary steps towards drafting and issuing an RFP for providers of supplemental insurance products, with the goal of having such products available as a benefits option for City employees to purchase; and

BE IT FURTHER RESOLVED, that the Department of Finance is hereby directed to issue said RFP within 30 days ofthe passage of this resolution.
