ORDER

 

 

WHEREAS, Chicago Police Department statistics indicate that crime fluctuations exist in wide and varying degrees across the many diverse communities within Chicago; and,

 

WHEREAS, technology has advanced in its capabilities allowing the Office of Emergency Management to partner with the private sector for accessing their individual and respective security surveillance cameras through programs such as "Operation Virtual Shield;" and,

 

WHEREAS, many private residents and residences throughout Chicago employee security surveillance systems for their own private benefit and use; and,

 

WHEREAS, many local aldermen and police district commanders request for the installation of police cameras at singular locations on a block, often paid for through local improvement funds structured within the aldermanic "menu" program at a cost of $27,000 each; and,

 

WHEREAS, Chicago residents readily accept that more tools are needed in the fight against crime and violence impacting their communities; therefore,

 

BE IT ORDERED, that the Directors of both the Office of Emergency
Management and the Office of Budget & Management work together towards
creating a video surveillance rebate pilot program funded by aldermanic
menu funds at limits set by the local alderman in order to allow for the
voluntary expansion of "Operation Virtual Shield" to include private residence
security surveillance systems when emergency service calls are placed on a
particular block or location^
