CITY CLERK SUSANA A. MENDOZA
WHEREAS, During her 30 years of dedicated service to the City of Chicago, Phyllis Powell served with remarkable effectiveness, great distinction and integrity; and
WHEREAS, Phyllis Powell has been an exemplary employee who worked through the ranks in the Office of Chicago's City Clerk, first starting in 1986 as a teller and in 2000, obtaining the position of Director of License Issuance which she dutifully held for sixteen years; and
WHEREAS, While many Clerks came and went during her 30 years of service, Phyllis Powell continued to advance in her professional career with the City of Chicago, working in the administrations of Chicago City Clerks Walter Kozubowski, Ernest Wish, James Laski, Miguel Del Valle, and finally Susana A. Mendoza; and
WHEREAS, Phyllis Powell's institutional knowledge proved invaluable to each of these City Clerks and their administrations; and
WHEREAS, Phyllis Powell has worked tirelessly to provide quality service to generations of Chicagoans and had close relationships with many of her staff, colleagues, Aldermen, and fellow city workers; and
WHEREAS, During her time as Director of License Issuance, Phyllis not only provided superior leadership to the permanent staff assigned to work in her department, but also annually served as supervisor and mentor to The Office of the City Clerk's summer interns, providing sage wisdom and guidance to countless students over the years; and
WHEREAS, Phyllis Powell has been such a vital part of City Clerk Susana A. Mendoza's team and will be greatly missed by both the staff and the customers in City Hall's Room 107; and
WHEREAS, The historic transition made by the City Clerk's Office to a Year-Round Sales platform could not have happened without Phyllis Powell's contributions, from her valuable historical knowledge of the City's Wheel Tax administration to her tireless labor in developing this successful and profitable venture for the City of Chicago; and
