RESOLUTION v
WHEREAS, Gun violence in the City of Chicago has reached epidemic proportions; to date in 2016, there have been over 3,000 victims of gun violence in the City; and
WHEREAS, The use of firearms in the United States resulted in 33,599 deaths in 2014 according to the National Center for Disease Control and Prevention; and
WHEREAS, Weapons approved for use by the Chicago Police Department are manufactured by Beretta, Colt, Glock, Ruger, Sig-Arms, Smith & Wesson, Springfield Armory, and Sturm Ruger; and
WHEREAS, Many of these same manufacturers are among the leading manufacturers of guns used in crimes in the City; and
WHEREAS, A partnership between firearms manufacturers serving Chicago Police Officers and the City would help to reduce the number of victims of gun violence by creating a first-rate network of dealers that meet high standards of security, record keeping and cooperation with law enforcement through an "Approved Dealer" list or program; and
WHEREAS, Gun and ammunition dealers must be evaluated on a number of criterion, such as the number of guns used in a crime that are traced to a dealer, % of guns used in a crime to total sales, and dealers' cooperation with law enforcement evidenced by thorough use of background checks, videotaped sales, comprehensive records of lost or stolen guns, and protocol for identifying straw purchases; and
WHEREAS, As part of the "Approved Dealer" program, the City should require Police Officers to report which dealers they are utilizing, the purchase price of their service weapon and ammunition, in addition to the already reported make, model and serial number of their service weapon; and
WHEREAS, The Chicago Police Department should periodically review and update the specifications and standards used in gun purchasing by the Department and its Officers, while additionally utilizing an "Approved Dealer" list; and
WHEREAS, The Metro Industrial Areas Foundation has created the "Do Not Stand Idly By" campaign, which seeks to leverage the combined purchasing power of municipalities and government to achieve maximum impact in reducing gun violence; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members ofthe City Council ofthe City of Chicago, assembled this 14th day of September, 2016, do hereby call upon the Chicago Police Department to create an "Approved Dealer" program in the City.
BE IT FUTHER RESOLVED, That we call upon all gun manufacturers authorized to supply weapons to the Chicago Police Department to respond in writing to the "Do Not Stand Idly By" survey of firearm manufacturers' practices, explaining: i) distribution practices in the United States and the City; ii) new technologies to improve gun safety and assist law enforcement; and iii) details on the company's commitment to firearm safety.
