At the request of the Commissioner of Planning and Development, I transmit herewith an ordinance authorizing an acquisition of property at 4423 South Vincennes.

ORDINANCE
WHEREAS, the City of Chicago ("City") is a home rule unit of government by virtueof the provisions of the Constitution of the State oflllinois of 1970, and as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, pursuant to an ordinance adopted on September 5,2001, and published at pages 66050 through 66055, in the Journal of the Proceedings of the City Council (the "Journal") for such date (the "Ordinance"), as amended by an ordinance adopted on June 19, 2002, and published at pages 88598 through 88603, in the Journal for such date (the Ordinance, as amended, the "Amended Ordinance"), the City has entered into that certain Redevelopment Agreement - African American Showcase of Homes - Phase II (the "Agreement"), dated May 8, 2003, and recorded in the Office of the Recorder of Deeds of Cook County, Illinois (the "Recorder's Office") on May 19, 2003, as document no. 0313702097, with the following individual and entities: (a) Art's Real Estate & Investments, Inc., an Illinois corporation; (b) Fitzgerald Associates, LLC, an Illinois limited liability company; (c) Trey's Movers, Inc., an Illinois corporation; (d) Irma Fortson Ward, an individual; (e) In-Town Properties, an Illinois limited partnership; (f) Le-Na Enterprises, an Illinois partnership; and (g) K & J Developers Corporation, an Illinois corporation (the individual and entities identified in (a) through (g), collectively, the "Developers"); and
