ORDINANCE

WHEREAS, the City of Chicago (the "City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and as such, may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, The Puerto Rican Cultural Center, an Illinois not-for-profit corporation (the "Developer") desires to purchase from the City, for One Dollar ($1.00), the parcel of real property commonly known as 1345 North Rockwell Street, Chicago, Illinois, which is improved with the approximately 14,000 sq. ft., vacant former Chicago Public School child-parent center known as Von Humboldt Child Parent Center (the "Building") and legally described on Exhibit A, attached hereto (the "Property"); and

WHEREAS, the appraised fair market value of the Property is One Million Five Hundred Thirty Thousand Dollars ($1,530,000); and

WHEREAS, the Developer proposes to undertake and complete a cosmetic renovation of the Building, and to operate a day care center on the Property; and

WHEREAS, as a condition to the City's conveying the Property to the Developer, the Developer must obtain a Phase I Environmental Site Assessment for the Property in accordance with ASTM E-1527-13 ("Phase I ESA"), which must include a reliance letter naming the City as an authorized user; and

WHEREAS, if the Phase I ESA identifies any recognized environmental conditions in connection with the Property, then the Developer must obtain a Phase II Environmental Site Assessment ("Phase II ESA"), which must include a reliance letter naming th...
