"NO KILL CHICAGO"

WHEREAS, the City of Chicago (the "City") is required by Municipal Code Chapter 7-12 to establish and maintain the "Commission on Animal Care and Control, City of Chicago" (the "CACC") as well as enforce all municipal codes listed therein; and,

WHEREAS, the City Council has adopted a resolution expressing its intent to encourage all shelters in Chicago, as well as the David R. Lee Shelter, to adopt "No-Kill" policies and practices, including ending the practice of euthanizing for space; and,

WHEREAS, the City has a municipal obligation to maintain an open shelter available to assist all communities of Chicago not only with the enforcement of municipal code but also to serve as a clearinghouse for the general education of animal ownership and responsibility; and,

WHEREAS, the City shall henceforth recommit itself to having a thorough, humane and publicly reviewed standard of care for all animals captured, surrendered, or otherwise acquired by the CACC; and,

WHEREAS, the City shall henceforth recommit itself to creating, fostering, strengthening and securing partnerships with organizations, societies and individuals committed to the humane and caring treatment of all animals at the CACC; and,

WHEREAS, the City shall henceforth recommit itself to working with its partners to expand the scope and opportunity for both stray and owned canine/feline spay or neutering, as well as limit the amount of unsanctioned breeding within the City; and,

WHEREAS, the City shall now and forever more limit the euthanizing of all canine or feline animals captured, surrendered, or otherwise acquired by the CACC to those animals that are medically or behaviorally non-rehabilitative as defined in this ordinance; and,

WHEREAS, the City shall henceforth define "No-Kill" as achieving a minimum 90% save rate for all healthy and treatable canine and feline animals captured, surrendered, or otherwise acquired by the CACC; and,
