AN ORDINANCE OF THE CITY OF CHICAGO, ILLINOIS DESIGNATING A TRANSIT FACILITY IMPROVEMENT AREA
FOR THE
RED AND PURPLE MODERNIZATION (RPM) PHASE ONE PROJECT


WHEREAS, the Illinois Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-1 et. seg., as amended (the "Act"), including Section 5/11-74.4-3.3 of the Act, authorizes the City of Chicago (the "City") to establish "transit facility improvement areas" and to establish, within such transit facility improvement areas, redevelopment project areas for the purpose of developing new transit facilities and expanding or rehabilitating exiting transit facilities; and

WHEREAS, the Chicago Transit Authority desires to implement the Red and Purple Modernization (RPM) Phase One Project (the "Project"), which will include new, expanded, and rehabilitated transit facilities that serve the CTA's Red Line, Purple Line, and Brown Line services, including without limitation (i) modernization and expansion of the Lawrence, Argyle, Berwyn, and Bryn Mawr transit stations and reconstruction and expansion of tracks, structures and viaducts, to accommodate expanded stations and platforms from Leland Avenue on the south to near Ardmore Avenue on the north; (ii) construction of a bypass (flyover) for the CTA's Brown Line service at Clark junction, just north of the CTA's Belmont station and reconstruction and modernization of tracks, structures and viaducts, to straighten curves and improve operating speeds, and (iii) upgrades of the Broadway power substation and installation of a new higher-capacity signal system from approximately Belmont Avenue to Howard Street; and
