ORDINANCE

 

 

WHEREAS, the Department of Family and Support Services ("DFSS") of the City of Chicago, pursuant to Chicago's "Plan 2.0: A Home For Everyone," desires to enter into a delegate agency grant agreement with an organization to provide specialized homeless services at a facility meeting DFSS's criteria for an Emergency Homeless Assessment and Response Center ("EHARC") to better address the needs of homeless families as they initially access the homeless services system and await placement; and

WHEREAS, The Salvation Army, an Illinois not-for-profit corporation (the "Agency"), has advised DFSS that it intends to offer homeless services at a facility meeting DFSS's EHARC criteria which the Agency expects to construct at 924 North Christiana Avenue, Chicago, Illinois 60651 (the "Facility"); and

 

WHEREAS, DFSS desires to enter into a delegate agency grant agreement (the "Agreement") with the Agency for an initial term of five years, with a single five-year extension option, pursuant to which the Agency would provide homeless families awaiting shelter placement appropriate services (including meals, showers and play space for children) and short-term stays, and such other services as may be described in the Agreement, with the goal being to triage, divert, or place homeless households in more stable shelter programs as quickly as possible; and

 

WHEREAS, the City Council desires to authorize the Agreement; now, therefore,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

SECTION 1. The above recitals are expressly incorporated in and made a part of this ordinance as though fully set forth herein.

 

SECTION 2. The Commissioner of DFSS is authorized to execute the Agreement and amendments thereto to effectuate the purposes of the Agreement, subject to (a) the approval of the Corporation Counsel, (b) appropriation and availability of funds, and (c) the requirements of any ordinance pursuant to which funds, if any, may be appropriated and made available under the Agreement.

SECTION 3. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

SECTION 4. This ordinance shall be in full force and effect immediately upon its passage and approval.
