RESOLUTION
WHEREAS, an unacceptable number of City residents, including a disproportionate number of youth, women, and minorities, are unemployed and underemployed; and
WHEREAS, the City, by way of O'Hare Airport, Midway Airport, CREATE, and other infrastructure owned or supported by the City, is a national and international hub for industries associated with the transportation and transportation-related sectors; and
WHEREAS, a critical and substantial portion ofthe City's current and possibly expanded economy is associated with the transportation and transportation-related sectors; and
WHEREAS, through its current operations and future expansions. O'Hare Airport entails and promotes invaluable opportunities for meaningful employment in the transportation and transportation-related sectors; and
WHEREAS, the proposed agreement between the City and United Airlines, relative to O'Hare Airport, presents an immediate opportunity to promote greater employment among City residents, youth, women, and minorities by establishing meaningful and practical connections between (1) the regional economy and workforce development; (2) actual employment opportunities and such aspects of workforce development as on-site programming, job training, on-the-job training, and mentor-protege relationships; and (3) the sites at which employment opportunities arise and the sites at which workforce development takes place; and
WHEREAS, the contents and structure of the proposed agreement between the City and United Airlines can establish the vision and framework through which the City continues to promote meaningful and practical connections between workforce development and those sectors associated with transportation; and
WHEREAS, the City can undeniably grow its economy by cultivating a workforce equipped to successfully work in the transportation and transportation-related sectors, including such fields as construction, maintenance, repair, logistics, distribution, shipping, hospitality, t...
