^fflllBTBClS ' °n March 6, 2017, Chicago Police Officer Martin Rios (Star No. 17283) was off-duty, walking his dog on the Lake Shore Path, when he was startled to see ah 82-year-old cyclist collapse to the ground; and

WHEREAS, Without pause, Officer Rios rushed to the man's side and discovered that he was unconscious, not breathing, and in full cardiac arrest; and

WHEREAS, Officer Rios immediately began performing CPR on the man while calling out for nearby citizens with medical experience and instructing a bystander to call 9-1-1; and

WHEREAS, Officer Rios relied on his instincts and training to continue performing' CPR for approximately ten minutes with the assistance of a registered nurse until the Chicago Fire Department arrived, to defibrillate the man to consciousness and transport him to the hospital; and

WHEREAS, The man was listed in critical condition when he arrived at the hospital and would not have survived had Officer Rios not administered CPR when he did; and

WHEREAS, In response to a life-threatening situation, Officer Rios cpmmehdably took control to ensure that the man received crucial emergency care; and

WHEREAS, Thanks to his skill, decisiveness, and composure under pressure, Officer Rios saved the man's life, and the man has since made a successful recovery from the heart attack; and
