SUBSTITUTE ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The City Council finds that the areas described in Section 2 of this ordinance are adversely affected by the over-concentration of businesses licensed to sell alcoholic liquor within and near the areas.
SECTION 2. Section 4-60-023 of the Municipal Code of Chicago is hereby amended by inserting the underscored language as new subsections 4-60-023 (49.68 through 49.70), as follows:
4-60-023 Restrictions on additional package goods licenses.
Subject to the provisions of subsection 4-60-021 (c), no additional package goods license shall be issued for any premises located within the following areas:

(49.68) On the north side only of Devon Avenue, from Greenview Avenue to Glenwood
Avenue.
(49.69) On the north side only of Devon Avenue, from Glenwood Avenue to Lakewood
Avenue.
(49.70) On the north side only of Devon Avenue, from Lakewood Avenue to Sheridan
Road.

SECTION 3. This ordinance shall be in full force and effect from and after its passage and publication.

Your Committee on License and Consumer Protection, having under consideration a substitute ordinance introduced by Alderman Joseph A. Moore (which was referred on July 26, 2017), to amend Section 4-60-023 of the Municipal Code of Chicago to disallow additional package goods licenses on portion of Devon Avenue, begs leave to recommend that Your Honorable Body pass the substitute ordinance-which is transmitted herewith.
This recommendation was concurred in by a viva voce vote of the members of the committee on August 30, 2017.
