ORDERED, that the Mayor and the Law Department of the City of Chicago enter into a negotiated consent decree with any person determined by an appropriate court of law to have standing to request such a decree that legally ensures the comprehensive and effective reform of law enforcement and the protection of the civil rights of the people of Chicago, consistent with the report issued by the Department of Justice regarding the need for reform of the Chicago Police Department.
