WHEREAS, L.J. Halbert was called home to our almighty God on October 29, 2017 in his home; and

WHEREAS, This esteemed body has been notified of L.J. Halbert's passing by the Honorable Michael Scott, Jr., Alderman of the 24th Ward; and

WHEREAS, L.J. Halbert was born to the late Almeater and James Halbert on January 23, 1932, in the Waverly section of West Point, Mississippi. He attended school in West Point before moving to Chicago, Illinois; and

WHEREAS, L.J married the love of his life, Melva Jean McGee, on September 11, 1954. To this blessed union were born three children: Debra, Michael and Jerome. This wonderful marriage lasted for 63 years until L.J.'s passing; and

WHEREAS, He began his career in the construction industry as a laborer. He used this expertise to establish Waverly Contractors Construction and Demolition Company along with his brothers, James, Willie, Charles and Louis. The company provided construction and demolition services in the Chicago metropolitan area for 33 years. L.J. also worked for the Chicago Board of Education; and

WHEREAS, L.J. was very active in his community. He was a founding member of the Westside Business Association, West Garfield Business Association and Austin Lions Club. He also was both on the board and a general member of the Menard Block Club, Association for a Better Austin, Menard Avenue Neighborhood Watch Program, Columbus Park and Franklin Park Baseball Associations, Black Contractors United, Community Economic Development Corporation (CEDCO) and Stone Temple Baptist Church; and

WHEREAS, L.J. was a true friend who would generously provide his time, experience, knowledge and love to friends and family in need. He will be greatly missed, but the memory of his friendship and compassion will live on in the lives of those who knew him; and

WHEREAS, L.J. Halbert leaves to cherish his memory his wife, Melva Jean Halbert; daughters, Geraldine Terry, Earline Terry and Debra Evans (Willard); son, Michael Halbert (Victoria); grandchildren, Shivron Sims (Lloyd), Steven Terry, Patrice Evans, Willard Evans III and Paris Halbert; daughter-in-law, Georgette Halbert; brother, Charles Halbert, Sr.; sister, Dessie Amos; sisters-in-law and brothers-in-law, Leedale McGee, Cozen Quince, Joyce Wilburn and Drucilla Woods; and a host of nieces, nephews, cousins and friends; and

WHEREAS, L.J. Halbert was preceded in death by his parents, Almeater and James Halbert; siblings Percy Halbert, Sr., Bessie Lenore, James Halbert, Willie Halbert, Louis Halbert and Lillie Pruitt and grandchildren, Kristen Halbert and Rodney Terry; now, therefore,

Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this eighth day of November, 2017, do hereby express our sorrow on the passing of L.J. Halbert and extend to his family and friends our sincere condolences.

Be It Further Resolved, That a suitable copy of this resolution be prepared and presented to the family of L.J. Halbert.
